Subject: | Liquor License Surcharge Relief |
As many of you are aware, last session the General Assembly passed historic liquor legislation (Act 39) that altered our archaic liquor system. In addition, you may be aware of a provision of Act 39 that imposed a seven-hundred dollar surcharge on our liquor licensees. This surcharge impacts all licensee holders, regardless of the type of license, or how much revenue such licensee holder generates. I believe that this surcharge is negatively impacting many of our licensee holders whose business model may not completely depend on the sale of liquor, as well as our clubs and veteran organizations who hold liquor licenses. My legislation provides that licensees who have a total liquor and malt and brewed beverage sales of less than fifteen thousand dollars, are not subject to this surcharge. It is my belief that this legislation will provide relief to our smaller licensee holders, who have been adversely impacted by this surcharge.
