Subject: | Amending the Tax Reform Code to require employers receiving tax credits to implement a hiring program for disabled individuals |
In the near future, I will be introducing legislation that would require employers receiving tax credits, outside of educational tax credits, to implement a hiring program for disabled individuals. Promoting an inclusive workplace and protecting all of Pennsylvania’s employees is crucial for the Commonwealth’s citizens and employers. According to the Office of Vocational Rehabilitation (OVR), PA welcomed 13,187 individuals with a disability into the workforce, the highest out of all the other states. Currently, OVR provides vocational rehabilitation services to help persons with a disability prepare for, obtain, and maintain employment. This program is designed to assist these efforts by holding employers who receive tax credits accountable for creating and maintaining inclusive work environments. Guidelines for the program will be developed by the Department of Community and Economic Development in conjunction with OVR and the Department of Labor and Industry.
