Subject: | Tax Reciprocity Agreements |
In the near future, I will introduce legislation which would require an act of the General Assembly in order for the Commonwealth to exit a tax reciprocity agreement with another state. As many of you know, the Commonwealth has a number of reciprocal agreements with Indiana, Maryland, New Jersey, Ohio, Virginia, and West Virginia under which one state will not tax employee compensation, subject to employer withholding of the other state. It is important to note that these agreements apply to employee compensation only. Recently, it came to my attention that while Secretary of Revenue may enter into these agreements, if the Commonwealth should wish to withdraw from an agreement, there is no process set forth in statute. My bill addresses this point by requiring the General Assembly to pass legislation prior to the withdrawal from an agreement. By implementing this sort of measure, residents can have direct input in an important decision that will impact their everyday lives. Please join me in co-sponsoring this important initiative. |
