Subject: | Exempting Living Independence for the Elderly (LIFE) programs, from Older Adult Daily Living Center (OADLC) licensing requirements. |
In the near future, I plan to introduce legislation that will amend Pennsylvania’s law to exempt Living Independence for the Elderly (LIFE) programs, from Older Adult Daily Living Center (OADLC) licensing requirements. Presently, LIFE providers that operate OADLCs that serve only LIFE participants must get a separate OADLC license. Nursing homes, which like LIFE providers, must also comply with additional state and federal oversight requirements. However, they are excluded from this OADLC licensure requirement. This additional, and duplicative regulatory burden is very costly for providers, doubling their cost of oversight compliance. LIFE programs should be afforded the same exemption from OADLC licensing requirements as nursing homes. States like Virginia and California have a similar exemption from OADLC requirements for their LIFE programs. If you have any questions, please contact my office at 787-8927. |
