Subject: | The Committee on Campus Violence in Higher Education Act |
Despite our best efforts and the efforts of colleges and universities across this Commonwealth, campus violence continues to affect the safety and security of college students and the entire college community. Consequently, I will introduce a legislative proposal, entitled “The Committee on Campus Violence in Higher Education Act,” which would authorize the creation of a committee to work with institutions of higher education on issues related to campus violence. As revealed in this legislative proposal, The Committee would be tasked with, among other things, developing recommendation and uniform best practices and protocols; which institutions of higher education could use to promote the awareness of campus violence, reduce the occurrence of campus violence, respond to incidents of campus violence, and, most importantly, enhance student safety and security. Furthermore, the Committee would collaborate with institutions of higher education to develop a model campus violence climate survey to generate data on the nature and extent of campus violence, as well as students’ attitudes concerning campus violence. The Committee would be composed of the Attorney General, who would serve as chairperson, the Secretary of Education, the State Police Commissioner, the Crime Victims Advocate, the Chancellor of the State System of Higher Education, individuals representing the state-related institutions of higher education, the independent institutions of higher education, and the private licensed schools in this Commonwealth. Representatives of the Pennsylvania Coalition Against Domestic Violence, the District Attorneys Association, the Public Defenders Association, and college students would also serve on the Committee, along with individuals with demonstrated expertise in crime prevention and mediation.
