Subject: | House Rule Change: Budget Priority |
As members of the Pennsylvania General Assembly, our most important role is to enact a General Fund budget. In fact, it is the ONLY package of legislation we are constitutionally required to enact each and every fiscal year. Given the expense to taxpayers of physically bringing 203 members to Harrisburg, I believe the House should focus all its energy on finishing this process if a fiscal year has begun without it being completed. As such, in the near future I will be introducing a resolution to amend House rules to prevent the House from considering any bill or resolution starting on July 1, the new fiscal year, unless a budget package for that fiscal year has been completely enacted. The House may, of course, continue to consider any legislation necessary to complete the budget process. Please join me in cosponsoring this rule change aimed at focusing our attention on the only legislation we are constitutionally required to enact. |
