Subject: Election Code Modernization and Reform
 
There has not been a comprehensive update of the state election code since 1936.

A lot has changed since then. We have new ideas for reforms, we have new challenges and threats to our election integrity, and we have new technology.

I am proposing a wholesale modernization and reform of the election code. This rewrite will bring the code up to the 21st century, it will bring transparency to the process, and it will be a step to restoring peoples’ faith in our system.

My bill will do this by bolstering the county offices that execute our elections, by making the election day experience easier and more user friendly, by removing anachronisms and outdated requirements from the code, and by expanding how we vote so that we open it up to as many eligible Pennsylvanians as possible. On this last point, I am talking about an omnibus reform plan to implement early voting, same day registration, no fault absentee, open primaries and more.
