Subject: | Resolution 14 – Rules Reform: Ensuring the integrity of the Discharge Resolution Process |
In the near future, I will be introducing a resolution amending the House Rules that would ensure the integrity of the Discharge Resolution process. This resolution is one in a package of proposed rules changes being promoted by Fair Districts PA. This resolution would ensure that parliamentary maneuvers could not be used to block the discharging of a bill from committee. In the past, efforts to discharge a bill from committee under our discharge procedure have been thwarted by parliamentary maneuvers that either amend the bill in committee to alter its intent or re-refer the bill to another committee, thereby requiring the lengthy discharge procedure to be initiated again. Under this change to the rules once the discharge resolution has been placed on the House calendar the committee in possession of the bill would not be able to take any action on the bill other than reporting it to the House floor for consideration without amending it. The committee would also be prohibited from recommending that the bill be re-referred to another committee. Again, my resolution is one in a package of resolutions promoted by Fair Districts PA.
