MEMORANDUM

Posted: April 18, 2019 09:37 AM

To: All House members
Subject: Banning “Ghost Gun” Parts

Nearly 20% of guns used by mass shooters and 40-60% of those used in other crimes are illegally acquired. Even more jarring is the fact that firearms such as the AR-15, used in the tragic Tree of Life Synagogue shooting that occurred in Pittsburgh late last year, can easily be made using parts that do not require a background check or paperwork identifying the purchaser or firearm.

Under existing law, a person who cannot legally own a gun may purchase such parts and assemble an untraceable, or “ghost,” gun that is almost impossible for law enforcement to track. These gaps in Pennsylvania law allow the high demand for untraceable guns and gun parts to be met without any oversight. My legislation would close these loopholes by prohibiting the purchase, sale, and production of untraceable gun parts.

By supporting this important legislation, you can play a part in keeping ghost guns out of the hands of the wrong people, easing law enforcement investigations of gun crimes, and saving the lives of countless innocent Pennsylvanians.

Introduced as HB1527
