Subject: | Voluntary Municipal Dissolution in Counties of the Second Class |
Unfortunately, a number of our municipalities throughout Pennsylvania find themselves in financial distress. We need to do better for our neighbors and provide these municipalities with alternatives that can improve their situation. My legislation will give distressed municipalities in Allegheny County another option. The municipal corporation would be able to voluntarily dissolve and become an unincorporated district. The county would then take over services and taxing authority. The municipality and the county will create a transition plan that will have to be approved by both governing bodies and would then have to be approved by voter referendum. The unincorporated district could eventually merge with a neighboring municipal corporation or reincorporate under a different organized entity. I ask that you join me in co-sponsoring this legislation that will give a city, borough, or township in Allegheny County the ability to ensure a more efficient and effective municipal government while maintaining their municipal identity. |
