Subject: Permitting Boroughs of any Size to Establish a Redevelopment Authority
 
Representative Nesbit and I invite your co-sponsorship of legislation to allow a borough of any size to establish a redevelopment authority. Current law permits cities of any size to have a redevelopment authority but restricts this choice to boroughs of at least 10,000 people.

There are 25 cities in Pennsylvania that have a population of less than 10,000 people and one as small as just over 800 people. Each is permitted to establish their own redevelopment authority. Yet boroughs of that size are prohibited from establishing a redevelopment authority. We should open up this valuable tool to all boroughs just as it is available to all cities.

Recently, the Pennsylvania Boroughs Association unanimously adopted this proposal as part of their legislative platform.
