MEMORANDUM

Posted: October 3, 2019 11:55 AM
From: Representative Jim Rigby
To: All House members
Subject: Transfer of Registration

In the near future, I plan on introducing legislation that will allow an individual to transfer a license plate from their vehicle to a grandchild or grandparent’s vehicle. Currently, the law only allows a person to transfer a license plate to another vehicle owned or leased by their spouse, parent or child, not a grandchild or grandparent.
Imagine a person being told by PennDOT that they are not allowed to pass down a license plate they have used for years to their grandchild or grandparent because the law does not allow for it. Driving is a major milestone for any member of a family, and a person should be able to transfer a license plate to their grandchild or grandparent, if they choose to do so.
I hope you please join me in cosponsoring my upcoming legislation.

Introduced as HB2031
