Subject: | Increasing Statewide Food Donations |
The U.S. Department of Agriculture estimates that 11.1% of our population is food insecure. This means that more than 1 out of 10 people in our country fail to obtain an adequate food supply due to a lack of resources. Combine this food insecurity with the fact that nearly 40% of food is wasted and it is obvious we must do better. Philabundance, a non-profit food bank that serves Southeastern Pennsylvania, commissioned the Harvard Law School Food Law and Policy Clinic to study how food donation could be increased in the state. Among other things, they found that donor liability was a significant concern and therefore provided the following recommendations: • Provide liability protections for food establishments, retail stores, and farms that donate directly to final recipients • Provide liability protections for food recovery organizations that charge end recipients for food • Explicitly provide liability protections for the donation of safe, past-date food I plan to introduce a single bill that will address each of these concerns.
