MEMORANDUM

Posted: January 16, 2020 01:54 PM
From: Representative Carol Hill-Evans
To: All House members
Subject: Black Balloon Day (March 6, 2020)

Pennsylvania experienced 4,491 drug-related overdose deaths in 2018. Unfortunately, drug overdose is now the leading cause of accidental death in the United States. In fact, for the first time in our country’s history, the odds of dying from an accidental opioid overdose are greater than dying in a car crash.

Given the frequency of opioid overdose in Pennsylvania, it is imperative that we take the time to foster greater discussion about opioid addiction in the Commonwealth as well as highlight support services available to our residents. Therefore, I plan to introduce a resolution recognizing March 6, 2020, as “Black Balloon Day,” which currently serves as a national event commemorating the loss of Greg Tremblay, who passed away from a drug overdose in 2015. On this day, black balloons are used as symbols of remembrance and to help initiate conversations of the dangers of opioid misuse in our communities.

As stewards of public health, it is my hope that you will join me in this collective effort to further promote and protect the health and well-being of Pennsylvanians. Your consideration is greatly appreciated.

Introduced as HR691
