Subject: A Concurrent Resolution to rescind a previous application to the U.S. Congress to call a Constitutional Convention to propose an amendment to balance the public debt
 

In the near future, I plan to introduce a concurrent resolution to rescind a previous request to the U.S. Congress to propose an amendment to the U.S. Constitution to balance the public debt.

The intent of this concurrent resolution to rescind the previous request made by the PA General Assembly is NOT due to a change in feeling about balancing the public debt, but rather a reflection of my strong concerns about the calling of a Constitutional Convention under Article V of the U.S. Constitution. A Constitutional Convention under Article V of the U.S. Constitution is an untested and unprecedented process with little parameters and no structure. Addressing a topic as important as the balancing of public debt is not something to be left to an untested, and unprecedented, process such as a Constitutional Convention. The previous concurrent resolution to balance the public debt was introduced and adopted in the PA House of Representatives and Senate in 1976.
