Subject: | A Concurrent Resolution to rescind a previous application to the U.S. Congress to call a Constitutional Convention to propose an amendment to prohibit the imposition of conditions upon grants of money and rebate of taxes in certain cases |
In the near future, I plan to introduce a concurrent resolution to rescind a previous request to the U.S. Congress to propose an amendment to the U.S. Constitution to prohibit the imposition of conditions upon grants of money and rebate of taxes in certain cases. The intent of this concurrent resolution to rescind the previous request made by the PA General Assembly is NOT due to a change in feeling about prohibiting the imposition of conditions upon grants of money and rebates of taxes in certain cases, but rather a reflection of my strong concerns about the calling of a Constitutional Convention under Article V of the U.S. Constitution. A Constitutional Convention under Article V of the U.S. Constitution is an untested and unprecedented process with little parameters and no structure. Addressing a topic as important as prohibiting the imposition of conditions upon grants of money and rebates of taxes in certain cases is not something to be left to an untested, and unprecedented, process such as a Constitutional Convention. A previous concurrent resolution to prohibit the imposition of conditions upon grants of money and rebate of taxes in certain cases was introduced and adopted in the PA House of Representatives and Senate in 1943.
