Subject: | POST-SECONDARY HELP FOR HOMELESS STUDENTS |
To move out of poverty and homelessness, it is almost a necessity to achieve a level of higher education and training. Homeless and Foster Youth face unique barriers in transitioning from high school to institutions of higher learning. They need information and support to access campus programs and most of all, a place to live. This legislation would require all institutions of higher learning to provide homeless and foster youth priority for on-campus housing and to develop plans for access to housing resources in between semester and breaks. Further, the bill designates a homeless youth and foster liaison to identify services available and to assist with financial aid. Institutions of higher learning shall provide tuition waivers to homeless and foster youth; however any scholarship or grants will be applied to the tuition before applying the tuition waiver. The legislation applies to any institution of higher learning, public and private, (as used in section 118(c) of the Public School Code) and the definition and verification of the status of homeless and foster youth is outlined in the attached language. Please help give a lift-up to our vulnerable young people, who find themselves in the most unfortunate of circumstances, by co-sponsoring this legislation. They deserve a chance to live healthy and productive lives. |
