MEMORANDUM

Subject: Emergency Student Loan Repayment Grace Period

By now, most of us are aware of the potential threat the coronavirus (COVID-19) presents to our communities. The interconnected nature of our world, along with the ease of travel, has shown how quickly such a virus can spread and infect thousands. Along with the public health issues presented by the coronavirus, we must also recognize the financial impact this will have on the pocketbooks of working-class Pennsylvanians.

With that in mind, I am introducing legislation that would provide a 60-day grace period for the repayment of student loans to the Pennsylvania Higher Education Assistance Agency (PHEAA). As budgets tighten in the coming months, many of those with student loans will need that money to deal with any unforeseen burdens presented by the coronavirus. By providing this grace period, we can help mitigate the impact of this outbreak on local economies and provide much needed relief to those who might otherwise need to choose between medical treatment or student loan repayment.

The physical and economic health of our communities depends on immediate and decisive legislative action. Please join me in protecting vulnerable Pennsylvanians by co-sponsoring this measure.
