Subject: COVID-19 State Stores Curbside Service
 
In the near future I will be introducing legislation to provide for curbside service at our Pennsylvania state stores. 


As many of you are aware, due to the impact of COVID-19 on our Commonwealth, the Pennsylvania Liquor Control Board (PLCB) in consultation with the Governor, closed down our state-owned liquor stores.  In response to the closure of the state stores, the PLCB has established an online website that allows for the purchase of wine and spirits.  This website has been overloaded with requests from Pennsylvanians eager to purchase both spirits and wine.  It is clear that the website is not able to handle the demand, and many of our constituents have not been able to purchase their choice of spirits nor wine.  This has lead to cases of Pennsylvanians crossing our border into other states to buy their spirits and wine, an illegal act. 


Given the emergency, I believe that it makes sense to have our state stores provide for curbside service that would allow our constituents to purchase their liquor from their local state store.  This service can be accomplished in a safe manner, be it ordering ahead and having the state store clerk run out and provide the product once the costumer arrives.  


It is my belief that this legislation will provide our constituents with a way to purchase spirits in a way that practices social distancing, while also allowing our state stores system to sell an increased amount of product, which will provide needed revenue.
