Subject: Bus Lane and Bus Zone Parking Enforcement Program
 
In the near future I will be introducing legislation that would create two pilot programs under the Automated Bus Lane Enforcement System for first class cities: 

1. Automated Mass Transit Vehicle Zone Parking Enforcement System 
2. Automated Bus Lane Enforcement System 

For first class cities the city will designate or appoint the Southeastern Pennsylvania Transportation Authority (SEPTA) as the system administrator to supervise and coordinate the administration. The system would record parking violations and issue fines. No violation will result in penalties towards a license or insurance. 

The notice of violation will include: 
· A copy of the recorded image showing the vehicle in violation 
· Registration number and state of issuance of the vehicle registration 
· Notice of the violation charge 
· Date, time and place of the alleged violation 
· Instruction on how to return the notice of violation 

The Bus Lane and Bus Zone Parking Enforcement proposal would enable SEPTA to assist with bus lane and bus zone enforcement in the City of Philadelphia to promote traffic safety and accessibility and reduce congestion. The measure would also permit SEPTA to receive compensation for the operation and administration of a special bus camera program. Proceeds from the Bus Camera Parking Enforcement program would be shared by the system administrator of the first-class city and grants for small businesses within the county.
