| Subject: | Honoring the Life and Legacy of Former State Representative William Russell Robinson |
| Known as an advocate for minority causes while still servicing the public, former State Representative William Russell Robinson has passed away, Tuesday, June 9, 2020. Mr. Robinson was born on February 5, 1942 and a lifelong resident of Pittsburgh, PA. As a 1960 graduate of Schenley High School in Pittsburgh, he served on Pittsburgh City Council from 1978 to 1985. On Council, he chaired the Committee on Planning Housing and Development, the Supplies Committee and the Committee on Business Practices and Investment Policies. He was elected to represent the 19th Legislative District in 1988, replacing K. Leroy Irvis. His legacy leaves many firsts in Pennsylvania as his legislative accomplishments include: Identify Theft Protection, Rent-to-Own Opportunities both which were enacted into law. He also was able to have enacted the Organ Donation Trust Fund, the first in the United States. He served on the Appropriations, Intergovernmental Affairs, and Tourism and Recreational Development committees, and on the Educational Committee as the Democratic Chairman of the Subcommittee on Higher Education. He also served on the Health and Welfare, and Urban Affairs committees. His service in the Pennsylvania House of Representatives spanned 14 years. In his later years, Mr. Robinson continued to serve as Vice-Chair of the Board of Trustees of the Community College of Allegheny County and a member of the Allegheny County Council, where he focused on health and human relations, and government reform.
