Subject: Resale of Event Tickets
 
The price of tickets on the secondary market continues to rise due in part to legislation that removed a cap previously set on ticket resale prices. This has resulted in prices becoming cost-prohibitive for most people and has allowed price gouging by those able to purchase tickets at face value before the rest of the public.
 
To address this issue, we will be introducing a bill that will correct the mistakes of previous legislation by reinstating a 25 percent cap on all ticket resale prices over the printed face value. Unlike previous legislation, this cap on resale prices will apply across the Commonwealth and will not include an exception for a city of the first class (Philadelphia) to ensure everyone is operating on a level playing field.
 
Additionally, to further incentivize compliance, the legislation will grant prosecuting powers to the Attorney General under the Pennsylvania Unfair Trade Practices and Consumer Protection Law. These steps, taken together, will go a long way towards making sure events and amusements are affordable for all Pennsylvanians.
