Subject: Preventing a Second Armenian Genocide: Protecting Lives and Promoting Peace
 

There is a humanitarian crisis unfolding in the South Caucasus. On the morning of September 27, 2020, after decades of fragile peace, forces from Azerbaijan launched an unprovoked, large-scale attack on Artsakh (also known as Nagorno-Karabakh) with the aid and support of Turkey. Since then, the Azeris have used Turkish military equipment and cluster bombs in civilian areas, which directly violates international humanitarian laws.

Turkey has sent thousands of jihadist mercenaries from Syria and Libya to fight in Azerbaijan. Despite international pressure for a cessation of hostilities, the situation is deteriorating. Artsakh is being attacked mercilessly.

Because of this appalling action, I am introducing a resolution condemning Azerbaijan’s attacks and denouncing Turkey’s involvement in the current conflict. Several other states, including Michigan (which recently passed the basis for this proposed resolution) have passed similar resolutions. Now, I am asking for your support to add Pennsylvania to the growing list of voices speaking out against this humanitarian crisis. We must protect the lives of those in Artsakh by preventing a second Armenian genocide.
