| Subject: | Budget Requirement Changes to Second Class Township Code |
| In the very near future, I will be introducing legislation to amend Section 3202 of the Second Class Township Code dealing with mandatory annual budget requirements. I am offering this proposal at the suggestion of the PA State Association of Township Supervisors (PSATS). Currently, when an issue is discovered with a proposed budget after it has been initially advertised and presented to the public, it becomes very difficult to comply with the mandatory 20-day advertising requirement that needs to be done for a revised budget prior to the final adoption. Even though most townships begin their budget preparations in August and September, it is often not ready for advertising until the end of November or early December. My legislation will reduce the time required between the second advertisement and adoption of the budget to 10 days which will allow townships to meet both mandatory requirements. Additionally, my legislation will also amend Section 3202 to remove the requirement of using a uniform budget form which was deleted from the Code by Act 35 of 2000. The Department of Community and Economic Development used to produce and distribute this form annually but no longer do so. Further, this form is no longer used in any capacity.
