| Subject: | Dominant Skill Video Game Act |
| In the near future, I will introduce legislation to create a taxing and regulatory structure for Dominant Skill Video Game devices that are supporting thousands of small Pennsylvania businesses, VFWs, American Legions and other fraternal clubs. This legislation will permit the manufacturing, distribution, sales, service and operation of Dominant Skill Video Games in approved locations. Dominant Skill Video Games when operated ethically and responsibly will result in significant benefits to the Commonwealth by helping to provide significant revenue and create jobs. My legislation will apply a reasonable tax to Dominant Skill Video Games that can provide over one hundred million dollars of proceeds annually to the Commonwealth and additional revenues to local governments. Upon passage of this legislation, revenues will immediately flow to the Commonwealth. Additionally, my legislation will strengthen penalties for those who operate unlicensed and illegal games for gambling purposes. The negative impacts of these illegal gambling devices include but are not limited to, the non-payment of local, state or federal taxes, criminal activity, urban nuisance and an increased strain on local and state law enforcement resources.
