Subject: Modernizing the Statewide Coroner's Training Program
 
I will be introducing legislation to modernize and improve Pennsylvania’s statewide coroner’s training program.
 
Pennsylvania has an existing Coroner’s Education Board within the Office of Attorney General. Under this legislation, the Board must create and approve an updated course of instruction to be given to all elected coroners upon their first election or appointment to office. The legislation will also direct the Board to approve a course of instruction for chief deputy and deputy coroners.
 
The updated training courses will include the latest medical information, research and techniques related to the areas of crime-scene investigation, toxicology, forensic autopsies and the legal duties of the Office of the Coroner.  An updated exam reflecting the new curriculum will also be implemented.

With successful passage of this legislation, no elected individual will be eligible to take the oath of office until the course and exam are completed successfully. This legislation would also mandate that all coroners receive national certification in medical legal death investigation.

This needed update will come at NO COST to taxpayers and will help to ensure the highest level of coroner services to the citizens of Pennsylvania. The bill was drafted in close consultation with the Pennsylvania State Coroners Association and the Office of Attorney General.
