Subject: | Ensuring Fairness for Tenant Utility Billing |
Pennsylvania renters and their families should not have to worry if they are being overcharged for utilities, they should be able to know for certain that their bills are accurate. This is especially true during the COVID-19 pandemic when many are facing financial struggles. With current state-of-the-art technology used in metering and billing, we can easily put tenants’ minds at ease, ensuring the accuracy of their utility bills. I am introducing legislation to provide ratio utility billing systems (RUBS) and submetering for Pennsylvania renters. RUBS is a formula used by landlords in determining a flat rate for utilities and included in the tenant’s monthly rent. Submetering applies when each apartment has its own utility meter, and the tenant pays based on the meter readings and their consumption. This is done either directly through the utility company or through the landlord. Utility consumers deserve a fair deal. Simplifying utility billing to guarantee accuracy and transparency is one way of achieving this goal. I hope that you will join me in supporting Pennsylvania families by affording them added utility bill protections. |
