Costly, intrusive and pointless regulations, sometimes decades old, are an often-cited impediment to economic growth and place unnecessary burdens on Pennsylvania’s citizens and taxpayers, farmers, local governments and small businesses. In the near future, I will be re-introducing legislation to ensure greater checks-and-balances in our regulatory process, by giving the General Assembly the authority to initiate the repeal of any regulation currently in effect by concurrent resolution. Both the House and the Senate would need to approve the resolution, as well as the Governor. Under current law, the General Assembly has the authority to block the implementation of a regulation before it takes effect. This legislation will simply extend this process to regulations that are already in effect. This legislation was introduced by Leader Benninghoff, Rep. Gabler, Rep. Dush and me last session and moved through the House as HB430. Please join me in cosponsoring this legislation.
