In the near future, I will be reintroducing legislation to remove the investment cap on utility energy efficiency investment. Pennsylvania has benefited in very positive ways from the energy efficiency that was created as a result of Act 129. In fact, energy efficiency programs have delivered $6.4 billion in economic benefits to Pennsylvanians. By keeping energy use down, energy efficiency investments have helped Pennsylvania industries remain globally competitive, meet their corporate sustainability goals, and create good-paying local jobs. In fact, a 2017 US Department of Energy report found that energy efficiency accounts for over 62,000 Pennsylvania jobs. Unfortunately, energy efficiency could do so much more, but it is arbitrarily limited from creating even more economic benefits. Current state law caps investments in energy efficiency by utility companies to 2 percent of their 2006 utility revenues. By lifting this arbitrary cap, Pennsylvania and our workforce will see the already impressive benefits of energy efficiency program grow exponentially. My proposed legislation would simply lift this cap and allow utilities to invest in these programs as much as they see fit. Please consider co-sponsoring this important pro-market legislation to allow for all cost-effective investments in energy efficiency to occur. |
