Subject: Unspent Appropriations from Prior Fiscal Years
 
At the end of every fiscal year, entities receiving state funding do not spend well over $1 billion per year.  State agencies hold appropriations for years. Here are some examples:
  • Department of Education is holding $1,334 under the 2006 Improving Teacher Quality Appropriations.
  • Department of State is holding $9,628.69 under the Voter Registration appropriation from 2017.
  •  Department of Human Services is holding millions of dollars under Mental Health Services dating back to 2009.
  •  Department of Community and Economic Develop is holding millions from the now defunct Opportunity Grants appropriations dating back to 2003.
These are just a few examples of the hoarding of taxpayer funds from prior fiscal years.

In the near future I will be introducing legislation requiring the Auditor General to produce an annual report on unspent appropriations which is to be completed by Dec. 30 of every year.  This report will require a full reporting of unspent prior year appropriations and require entities holding these funds to provide reasons why they are being held.

This financial transparency bill will protect taxpayers’ dollars and provide more accountability in state government.
