In the near future, I will be introducing legislation requiring PennDOT to issue annual permits for the movement of oversized loads of commercial implements of husbandry, implements of husbandry and farm equipment between manufacturers and dealers. As background, Title 75 (Vehicle Code) currently contains numerous annual permitting options for oversized loads. However, these annual permitting options are specific to the commodity being transported. For example, annual oversized permits can currently be issued for wooden structures, waste coal, domestic animals, manufactured homes and other equipment. Given that agriculture is Pennsylvania’s number one industry, I believe parity should be given to manufacturers and dealers of farm equipment and they should have an annual permit option for oversized loads, especially considering the per-trip permitting process currently available to them is costly and time-consuming. To this end, my legislation will require the creation of an annual permit for manufacturers and dealers to haul oversized loads of commercial implements of husbandry, implements of husbandry and farm equipment between manufacturers and dealers. The legislation further imposes a permit fee, establishes maximum weight/width limitations and the permit would be subject the Vehicle Code’s current safety provisions for hauling oversized loads, such as pilot car requirements.
