MEMORANDUM

Subject: Bringing Back Pennsylvania's Workforce
 
In the near future, I plan to introduce legislation that would incentivize individuals to return to the workforce. A consistent theme that we as legislators are hearing throughout our districts is the difficulty in hiring individuals for the many jobs that remain unfilled. Most experts believe that the chief contributor to this problem, a problem that will soon turn into a crisis if not addressed, is the historic level of unemployment benefits being offered by the state and federal government.
 
My legislation would mirror what is being done in Montana, where they have committed to using American Rescue Plan dollars to offer bonuses to individuals who re-enter the workforce, while simultaneously reducing the amount of money offered through the already stressed unemployment system.
 
As Montana Governor Greg Gianforte said in a recent statement announcing the initiative, “Incentives matter and the vast expansion of federal unemployment benefits is now doing more harm than good.” This statement echoes the sentiment of job creators throughout our commonwealth and I would ask that you would join me in supporting this legislation to put Pennsylvanians back to work.
