Subject: Classroom Savings Accounts
 
In the near future, I plan to introduce legislation that will establish the Classroom Savings Account Program. Each year, teachers and parents from across the Commonwealth are asked to purchase supplies and materials for the classroom. These are funds expended on top of tax dollars parents are already contributing via local school taxes. Additionally, teachers have limited funding to purchase supplies that may be needed to meet their students’ demands and needs. As you know, student’s needs vary as a particular class of students may have different strengths and weaknesses. 
 
Specifically, my legislation will assist certified teachers and home education program supervisors with purchasing classroom materials and supplies to supplement items otherwise made available by the school entity.
 
A school entity will certify with the PA Department of Education (PDE) their number of eligible certified teachers, and home education program supervisors should be included in the resident school district’s certification.
 
The DPE will calculate an amount for each school entity based upon a proportionate share of the total amount of available funds, which is $15 million, and the number of certified teachers and home education supervisors. The school entity will determine how the funds are allocated to the certified teacher or home education supervisor, including, but not limited to, direct deposit, check, debit card, or purchasing card.
 
Each certified teacher and home education program supervisor must sign a statement acknowledging receipt of the funds, keep receipts for no less than 4 years, and return any unused funds to the school entity at the end of the school year.
