MEMORANDUM

Posted: June 2, 2021 03:53 PM
From: Representative Christopher M. Rabb
To: All House members
Subject: Prohibiting Law Enforcement from Using Crowd Control Agents

Signed in Geneva, Switzerland on June 17, 1925, entered into force February 8, 1928, and its ratification advised by the U.S. Senate on December 16, 1974, the Protocol for the Prohibition of the Use in War of Asphyxiating, Poisonous or Other Gases, and of Bacteriological Methods of Warfare banned use of chemical weapons including “riot-control agents”.

Simply put, this forthcoming bill would ban the use of riot-control agents such as tear gas, pepper balls, mace, and so-called rubber bullets by law enforcement in Pennsylvania.

Until last year, tear gas hadn’t been used by police in Philadelphia in 35 years.

Debilitating weapons of war have no place being used against civilians.

Please join me in co-sponsoring this important piece of legislation.

Introduced as HB2129
