MEMORANDUM

Posted: June 3, 2021 12:13 PM
From: Representative Timothy J. O'Neal
To: All House members
Subject: Creating parameters for the Intrastate Funding Formula for Area Agencies on Aging

Recently, the PA Department of Aging announced a revision to the Intrastate Funding Formula (IFF), which will result in the reallocation of federal funds to the local Area Agencies on Aging (AAAs) in the commonwealth. Washington, Fayette and Greene Counties alone will be losing more than $1.4M in funds they would have received under the old IFF, which will go into effect on July 1, 2021. The other 15 counties will lose anywhere from $2,900 to $3.5 million because of the reallocation.

The AAAs serve an important and vital function to investigate reports of elder abuse, connect seniors with available services and programs, and lend a helping hand where needed in the community.

I plan to introduce legislation that will prohibit the Department of Aging from instituting changes to the IFF that result in AAAs receiving less money in federal funds than the fiscal year prior, when such funds are available.

Please join me in co-sponsoring this important legislation.
