MEMORANDUM

Posted: October 25, 2021 10:48 AM
From: Representative Malcolm Kenyatta and Rep. Donna Bullock, Rep. Christopher M. Rabb
To: All House members
Subject: Codification of the Environmental Justice Advisory Board

The Environmental Justice Advisory Board (EJAB) provides and reviews recommendations to the Pennsylvania Department of Environmental Protection (DEP) concerning existing and proposed regulations and policies that impact the environmental health of communities. The EJAB consists of members of traditionally burdened communities, as well as environmentalists, academics, and members of regulated entities and industries. Currently, the EJAB exists solely as an entity of the DEP, but could theoretically be disbanded by a future DEP secretary who does not value its input.

To help address this issue, we will be introducing legislation that would codify the EJAB into Pennsylvania law. Taking this step would protect the board from being unilaterally disbanded in the future. The EJAB is a key tool in making sure that communities have a voice in their health and future and must be protected.
