Subject: Detached Catalytic Converter Theft
 
During the pandemic, we have seen a dramatic increase in the theft of catalytic converters. In Philadelphia, there were 489 auto theft incidents in 2019 where the word “catalytic” or “converter” was mentioned in investigative notes. In 2020, there were 866, showing thefts almost doubled. A surge in the value for the rare metals within catalytic converters has led to this spike, creating headaches and unexpected expenses for Pennsylvanians across the Commonwealth.
 
To combat these thefts, I am introducing legislation that expands the definition of “secondary metals” in Title 18 to include “detached catalytic converters.” This would allow the “theft of secondary metals,” to always include the theft of catalytic converters. In doing so, we hope to stem the tide of these frustrating thefts.
 
No one should wake up to find that an important piece of their vehicle has been stolen, which is why I ask that you co-sponsor this imperative piece of legislation.
