Subject: Protecting Pennsylvanians with the Consumer AI Rights Act
 
On any given day, we use technology to improve our lives and routines, communicate with our family, and access information on everything from the score of our favorite sports team to information about our own health care.

Automated intelligence, or AI, has advanced to include AI-enabled consumer products, advanced platforms and services, and smart products that impact just about every aspect of our lives. This technology has the capacity to improve agricultural crop outcomes, predict storm paths, allow for healthcare advances, and give us access to a broader range of information, goods and services, but, as with all new technology, there are risks to consumers that should be mitigated.

To ensure that AI continues to work for Pennsylvanians, I am introducing the Consumer AI Rights Act. This legislation lays out five basic rights that consumers should expect from AI systems:
 
  1. Systems are safe and effective
  2. Systems Include protections from algorithmic discrimination
  3. Systems include built-in data privacy protections
  4. Systems usage is clearly explained
  5. Systems are designed with non-electronic alternatives that give consumers quick access to their information and the ability to remedy problems.
This proposal simply provides a framework that gives consumers confidence in knowing that the AI systems that they use are working for them.
