2. Re-Iterates General Assembly's Authority is Derived from the PA & Federal Constitution

3. A) Outlines Rationale for Declaring Unlawful Election
    B) Declares Election is Unlawful

4. A) States General Assembly is Exercising Its Constitutional Authority
    B) States General Assembly is Appointing 20 Electors - By Name (TBD)
    C) Certifies the Above Referenced Electors

5. Urges the US Congress to Accept These Electors
