Subject: | Municipal Relief from Duplicative Special Event Requirements |
In the near future I will be introducing legislation to prevent PennDOT from requiring duplicative insurance for processions, special activities, or assemblages. Recently I have been made aware of a situation that is occurring in small communities across the Commonwealth. The Department of Transportation has at times required an authority or local government unit to provide insurance to the Department as a condition of approval for certain local events, even if the private sponsor of the event has insurance already. This need for additional insurance creates a massive strain on the authority’s financial health, as many of these small communities are already experiencing financial hardship as a result of their populations continuing to decline over the decades. These types of events are crucial for smaller communities, helping to bring a shared sense of purpose and meaning to those who live there. This inevitably leads to the rejuvenation and revitalization of these same areas in ways that makes the lives of those who live there better. As the pandemic winds down and communities begin to reopen and have more of these special events, I expect many of you to begin hearing from them echoing the sentiments mentioned here.
