Subject: | Proper Labeling of Trucks Carrying Hydraulic Fracturing Waste |
In the near future, we plan on introducing legislation to include “hydraulic fracturing waste” in the definition of “hazardous material” in Title 75 (Vehicles) and to require vehicles carrying this waste to be appropriately labeled. This waste is transported around the commonwealth in trucks labeled as non-hazardous “residual waste.” This means when the public and first responders encounter this waste, they do not know it could be highly dangerous. In June, the Attorney General released a grand jury report on fracking and recommended that Pennsylvania should require trucks carrying waste containing chemicals used in the drilling and fracturing process to display signage specifically identifying the source of the waste they carry. This bill would require that the drivers of fracking waste transport trucks be held to the highest standard possible and ensure the proper labeling of trucks to alert the public and our first responders of truck contents in case of an accident.
