Subject: PennSERVE Program Updates
 
In the near future, we plan to introduce legislation to update Pennsylvania law establishing the Office of PennSERVE. The Office of PennSERVE administers programs under the federal National and Community Service Act of 1990, to include developing a community service plan, selecting programs to be considered for federal funding, recruiting participants, and overseeing, monitoring, and evaluating program performance.
 
Currently, the Office of PennSERVE is established within the Administrative Code of 1929 in Article XXII-B. Our legislation would repeal Article XXII-B of the Administrative Code and create a free-standing PennSERVE Act. Our legislation will also modernize the law to bring it into compliance with federal requirements to ensure the continuation of federal funding.
 
The most notable revisions to the existing statute are to the make-up of the PennSERVE Advisory Board. Federal requirements restrict the number of elected officials that may serve as voting members. To meet federal requirements, our legislation will designate various gubernatorial cabinet members that currently serve as voting members as non-voting members. The members appointed by the General Assembly will remain as voting members. Additional updates to the Board membership will also be included.
