MEMORANDUM

Posted: March 24, 2022 08:56 AM
From: Senator Maria Collett
To: All Senate members
Subject: Increasing Relief for Low-Income Renters and Homeowners

In the near future, I will introduce a bill to provide additional relief to Pennsylvanian’s homeowners and renters through a one-time infusion of $204 million into the existing Property Tax/Rent Rebate (PTRR) program. As part of the Governor’s proposal to spend funds provided by the American Rescue Plan Act of 2021, this one-time cash infusion will create a bonus rebate for eligible PTRR applicants. This investment will allow up to double the existing rebates, benefiting an estimated 466,000 Pennsylvanians with an additional average rebate of $475.

PTRR benefits eligible Pennsylvanians age 65 and older; widows and widowers age 50 and older; people with disabilities age 18 and older; with income limits of $35,000 a year for homeowners and $15,000 annually for renters, excluding half of Social Security income. Since the program’s inception, older and disabled adults have received more than $7.1 billion in property tax and rent relief. The program guidelines and application process will remain the same for the one-time bonus to ensure an efficient and easier process for this important resource to be accessed.

Please join me in co-sponsoring this important legislation.
