Subject: Amending the Biofuel Production Act
 
In October, 2021, Senator Martin and I circulated a co-sponsorship memo announcing legislation that will amend the existing Alternative Fuels Incentive Grant Program to create a new definition of low carbon fuels that will include “Renewable Natural Gas” (RNG).  RNG is a fuel derived from clean waste that is safe to use in all of the same applications as natural gas, including as a transportation fuel for school buses, transit systems, garbage trucks and many other applications.  
 
In conjunction with that legislation, we are announcing a separate bill that will amend the Biofuel Production and Instate Production Act to more fully incorporate different low carbon transportation fuels, including RNG.  This bill will utilize a proven structure that includes benchmarks, is trackable and familiar to the industry participants.
 
By advancing both pieces of legislation, we have the opportunity to beneficially reuse animal manure, wastewater sludge, garbage, and food waste to create RNG.   We will make material reductions in methane emissions from the transportation sector, while assisting our farmers and other industrial sectors such as municipal wastewater treatment facilities and other industries with waste streams that create methane.
