Subject: | Full Voting Machine Certification Modernization |
In the near future, I will be introducing legislation to modernize our voting machine certification program in Pennsylvania. Under current law, only one “demo” voting system must be examined and certified by the Secretary of State. Once this “demo” voting system is certified, any voting systems of the same model that the counties purchase from the vendor are deemed certified. Consequently, none of the voting systems used in PA elections are ever inspected and certified by the Department of State. This practice is far less comprehensive than other Commonwealth compliance testing procedures for certifying devices. Voting systems, which are critical to the conduct of free and fair elections, should individually certified for compliance before being used. This legislation would require the Secretary of State to examine and certify all voting machines before their use in Pennsylvania elections.
