Subject: | Voter Outreach Transparency |
In the near future, I plan to introduce legislation that would require the administration to provide transparency into their voter registration outreach practices. On September 7, 2022, Governor Wolf signed an executive order that expanded the extent to which various commonwealth agencies encourage voter registration and provide materials. As a requirement of its agreement with the Electronic Registration Information Center, the Department of State must perform regular voter outreach to “eligible but unregistered” voters. The Department of State has also conducted one-time outreach projects, such as the one it conducted in 2020 as part of the “EBU Refresh” process where it contacted over 2.1 Million Voters. With any voter outreach campaign, especially on such a large scale, it is crucial that the government acts in a nonpartisan manner. This legislation would provide transparency into their outreach practices by requiring administrative agencies to provide members of the State Government Committee in both House and Senate with detailed reports regarding their outreach efforts.
