Across Pennsylvania, tons of debris from the demolition of uninhabitable, condemned buildings overwhelms landfills with waste, releasing toxic materials into the environment and atmosphere. This practice wastes valuable building materials that could be salvaged through purposeful deconstruction with repurposing in mind. My legislation will require uniform deconstruction standards for buildings erected prior to 1929 to encourage retrieval of these building materials. Deconstruction professionals will be required to be certified by the Department of Labor and Industry (L&I) and labor unions will be permitted to create deconstruction training programs required to meet L&I standards and approval. This will positively impact the environment, create jobs and save money in challenging economic times by boosting local industry and innovation.Cleaner, healthier communities result, while the culture and historical architecture of neighborhoods is preserved. Embracing our past and endorsing safe retrieval and repurposing of these materials will create a new future for the Pennsylvania construction industry. I hope you will join me in establishing thoughtful deconstruction practices by supporting this measure. |
