MEMORANDUM

Posted: January 4, 2023 12:27 PM

To: All House members
Subject: Milk Hauling Legislation (Prior HB 186)

I will soon be reintroducing legislation to clarify that milk haulers can travel on highways during a declaration of disaster emergency. The travel restrictions implemented by the Administration for commercial vehicles in the interest of public safety were certainly helpful in preventing accidents, but they did not acknowledge the very unique nature of milk production and hauling. While there are other perishable products that enter commerce via travel on the highways, milk is the only product where the cows keep giving it, the schedule for their milkings cannot simply be adjusted, and farmers do not have extra bulk tank storage capacity. It is very important for the milk trucks to get to the farms to empty the bulk tanks as well as for that milk to get to a processing plant. Prohibiting travel of milk trucks causes a disruption that may result in a farmer needing to dump milk to make room for the next milking, and we do not need to add more financial burden to the struggling dairy industry.

Please join me in co-sponsoring this legislation.
