Subject: Unified Criminal Justice Data Collection (Former HB2670)
 
As state lawmakers, it is our responsibility to ensure that our criminal justice system is fair and that the residents of Pennsylvania are being provided equal protections under the law.

To achieve this goal, I plan to introduce legislation that will require the Pennsylvania Commission on Crime and Delinquency in collaboration with our courts, police departments, and other criminal justice agencies to collect, record, and analyze data related to the experiences of defendants within the justice system. This data would then be compiled and reported to the General Assembly and be made available to the public.

The comprehensive collection and reporting of data are key steps in building public trust and confidence in our justice system. Additionally, the reports will provide accurate, actionable information that can be used to determine how our laws are applied and how we can move forward in improving our criminal justice system where improvements are necessary.

This legislation is inspired by a similar bill in New Jersey, signed into law in 2020. Moreover, many states have introduced comparable proposals in recent years. I think it is Pennsylvania’s turn to do everything in our power to improve our criminal justice system by taking a hard look at each point of contact a person has with it and making sure that they receive the fair treatment that they deserve.
