Subject: High-impact Tutoring to Address COVID-19 Learning Loss
 
The public health measures instituted in schools across the nation because of COVID-19 will impact a whole generation of students by affecting learning outcomes for years to come. Since 2020, many students have experienced significant missed classroom time due to their continuously changing daily school schedule that was structured around the protection of the students, staff, and community’s health. This lost time has likely resulted in learning loss, in which students lose some of the academic gains they had made prior to the pandemic, putting them behind relative to pre-pandemic learning outcomes. It is important that Pennsylvanian students are kept on track academically so that, when they graduate, they are prepared for their pursuits after high school and their education is competitive with students in other states.

To that end, I am introducing legislation to create a grant program to help schools implement high-impact tutoring programs. High-impact tutoring is a cost-efficient way to improve student academic success by providing students with small group tutoring in addition to their normal class time. Other states such as Arkansas, Colorado, and Tennessee have passed similar legislation to bring their students back to where they were academically prior to the pandemic. Pennsylvania needs to join those efforts so that our students are not left behind.
